Payment Service Directive changes to American Express Card Terms and Conditions

Recently, the European Union adopted a law called the Payment Service Directive. The Directive improves the efficiency and clarity of payment services, including card services across Europe. Effective 1 November 2009 there will be new rules for processing disputed charges, claims and refunds, as well as clearer reporting of transaction data in card statements. The Directive also means that American Express Services Europe Limited will be supervised as an authorised payment institution by the UK Financial Services Authority (FSA).

We have written to all American Express Cardmembers and enclosed a new Terms and Conditions booklet that incorporates these new changes.

Please be advised that our Application Forms have now been updated with new American Express Terms & Conditions, effective 1 November 2009. For future applications for your clients, please ensure that the latest Application Form is used by downloading them from www.amexpartner.com (or www.iccparter.com if not moved over to the new website). Application Forms can also be obtained by calling ICC Bank Services on +44 (0) 1273 576 136.

IMPORTANT: Any Card applications received after 1 February on the old style application form with old Terms & Conditions will have to be returned and completed again by yourself and your client. NOTE: the correct application forms can be recognised by having 4 pages of terms & conditions at the end rather than 1 page.
